We report to the British and Irish Governments, who then publish our reports. In one respect – that of claims made by Northern Ireland Assembly parties which relate to Strand One – the report is the responsibility entirely of the two Commissioners appointed by the British Government, and it is delivered only to the British Government, who then publish it.
